Regulatory Horizon Scanning: United Kingdom & Ireland, October 2026

A blurry image of office workers with the title of this blog in bold on top - "AI in Compliance Review: Signal vs Hype"

September's supervisory activity at the FCA pointed one way: conduct and consumer credit. The regulator refreshed its Consumer Duty focus areas around credit card understanding and a consultation on simpler financial promotion rules, and it issued a public warning on poor debt advice that named pressure selling and misleading information.

At the same time the crypto regime stopped being theoretical. The FCA opened its authorisation gateway on 30 September with a hard deadline of 28 February 2027. A stack of disclosure and conduct regimes are also landing together, from the new UK Sustainability Reporting Standards to the SM&CR non-financial misconduct rules now in force. In Ireland the insurance compensation levy dropped to zero while payment fraud rose 27 percent to €179 million.

What is covered in the report

The UK and Ireland edition covers September developments across the FCA, PRA, Bank of England and the Central Bank of Ireland, each with a plain-English read on what it means for your firm.

It covers the refreshed Consumer Duty focus areas, the debt advice warning, the opening of the crypto authorisation gateway, the new UK Sustainability Reporting Standards that replace TCFD, the non-financial misconduct rules now in force, the extension of complaints publication to payment and e-money firms, the rewritten JMLSG anti-money laundering guidance, and the Irish items on the insurance levy and rising payment fraud.

Prepare before the promotions rules bite

Consumer credit communications are the live front this quarter. The FCA is consulting on simpler financial promotion rules and has put credit card understanding at the centre of its Consumer Duty work, and its debt advice warning shows how closely it is reading what firms tell customers.

Several of these are consultations with windows still open, so firms can shape the rules and test the operational impact before they are finalised. Feedback on CP26/32 closes on 12 October and the sustainability consultation runs to 28 October. If you market or sell credit, treat the financial promotions consultation as the signal to tighten your approval process now rather than waiting for the final rules.
